"Dialogue paves the way" - the meeting under this banner was held in Targi Kielce; it brought together the representatives of the General Directorate for National Roads and Motorways and the Polish Chamber of Commerce of Road Construction Industry
The Targi Kielce Congress Centre housed the "Dialogue paves the way" debate organized by the Ministry of Infrastructure and Construction, the Polish Chamber of Commerce of Road Construction Industry, the Polish Association of Asphalt Pavers, the Polish Association of Construction Industry Employers, the Association of Consulting Engineers and Experts, and the Polish Road Congress Association.
The four sections present the changes that were initiated with last year's White Paper. The discussion brought together Jerzy Szmit - Undersecretary of State in the Ministry of Infrastructure and Construction, Iwona Stępień - Pilipczuk - Deputy General Director of National Roads and Motorways, Barbara Dzieciuchowicz - President of the Polish Chamber of Commerce of Road Construction IndustryandRafał Sebastian Bałdys - President of the Polish Association of Construction Industry Employers.
Important topics for the road construction industry discussed at Targi Kielce
The conference commenced with Jerzy Szmit's presentation of the results the National Road Construction Programme for years 2014-2023 (with perspective until 2025) has achieved until now. The Minister assured that none of the preciously planned investments would be removed from the programme.
Then Mrs Iwona Stępień-Pilipczuk discussed the changes introduced into the terms and conditions of agreements, the functional programme and the evaluation criteria for the bids.
The previous work of the Experts Council was also discussed; the Council's objective has been optimizing the road investments realization process. The body was established pursuant to the Minister of Infrastructure and Construction by-laws No. 25 of 30 May 2016
(Official Gazette of the Minister of Infrastructure And Construction.) when discussing the works of the Council, Barbara Childuchowicz listed, inter alia, the risks allocation; the so-called Matrix of risks in line engineering contracts in the "design and build" model - the design provided by the contractor ( the so-called "yellow FIDIC"). She also addressed the evaluation criteria apart from the price-criterion list in tenders as well as construction works, designs, contract management and supervision. The Council of Experts is strongly connected with the National Contracts Forum. The last speech at this conference was directly connected with the National Contracts Forum - a way to sustainable procurement standards. Rafał Sebastian Baldys in his presentation talked about the results of NFK adoption - he addressed, inter alia, the limitation when unrealistic requirements are impose; significant reduction of charges to be decided by the National Chamber of Appeal; fewer disputes during contracts realisation; continuous improvement of the qualifications and knowledge of the contracting authorities and contractors; transactional cost reduction in construction processes.
-The essence of dialogue is the added value we want to bring into road construction business sector. It has been demonstrated today in a broader context - the world means much more than road construction sector -Jerzy Szmit recapitulated the conference -The solutions we have worked out can be used in other fields and in other areas of construction business and economy. I hope this conversation will continue. Effects, plans and projects as well as specific tasks and ideas are already ready. This is the result of the enormous work.
The "Dialogue paves the way" debate has been an important point of the International Fair of Road Construction Industry AUTOSTRADA -POLSKA agenda. The expo is held in Targi Kielce until 11 May.
