Among the speakers at the "GDDKiA road infrastructure investments - from a tender to the final setlement of accounts" conference there was the Director of the General Directorate for National Roads and Motorways - Ewa Tomala-Borucka
Amendments to the Public Procurement Act were the main consultation topics discussed by the road-sector's contractors and representatives of the various departments of the General Directorate for National Roads and Motorways. The session was held within the scope of the AUTOSTRADA-POLSKA expo in Kielce. The expo has brought together over 400 companies from 21 countries will continue until Saturday.

According to Mrs. Izabela Kornas - the GDDKiA Director of the Tender Proceedings Departments, among the most important changes introduced by the Public Procurement Act amendment which is to become effective in June 2014, is, among other things, the Procurement Office President's Blacklist. According to the Act, list will be scraped soon.

The fact that a contractor who in the three-year period has been charged with improper contract performance is excluded from the public procurement procedure is, as I believe, one of most important provisions introduced by the Public Procurement Act amendments says Director Izabela Kornas.

The head of the department also mentioned the changes concerning the extension of the circumstances list used to explain the abnormally low prices contained in the bid book. She emphasised that contractors do not find the change anything new. Parliamentary proposal is nothing but a transposition of the existing Directive, adds Mrs. Isabella Kornas.
